Summary

Implements Item 4 from #899 ("Stale crypto ROADMAP entries"):

1. Relocated Feistel / Luby–Rackoff to classic symmetric constructions:
   • Moved the Feistel networks and Luby–Rackoff summary from the Universal hashing (#640, track D) bullet to Classic symmetric constructions (#640, track D) under Proved:.
   • Updated the citations and links to reference LubyRackoff.lean, milestone feat(crypto): Feistel networks and the Luby–Rackoff theorem (Boneh–Shoup Section 4.4) #748, merged PRs feat(crypto): Feistel networks and the Luby-Rackoff theorem (#748) #752 and feat(Languages/Probabilistic): add shared lazy bidirectional random-permutation sampler (#834) #853, and the shared lazy bidirectional random-permutation sampler (Shared lazy bidirectional random-permutation sampler for ideal-permutation proofs #834, feat(Languages/Probabilistic): add shared lazy bidirectional random-permutation sampler (#834) #853).
2. Cleaned up Universal Hashing:
   • The Universal hashing (#640, track D) bullet now strictly covers universal hashing and the leftover hash lemma (Track D: one universal-hashing abstraction, its instances and the leftover hash lemma #663, merged in feat(Probability/Crypto): state leftover hash lemma over ε-universal families (#663) #858), removing the misplaced Feistel text and the associated feat(crypto): Feistel networks and the Luby–Rackoff theorem (Boneh–Shoup Section 4.4) #748 open line.
3. Updated Carter–Wegman and narrowed Open lists:
   • Updated the Carter–Wegman entry under Classic symmetric constructions to reference merged PRs feat(crypto): Carter-Wegman MACs from Delta-universal hashing (#736) #746 and feat(crypto): Carter–Wegman PRF-masked one-time pad bridge (#736) #842 alongside issue feat(crypto): Carter–Wegman MACs from Δ-universal hashing (Boneh–Shoup Section 7.4) #736.
   • Narrowed the Open: list under Classic symmetric constructions to what actually remains open matching the merged code:
     • The Carter–Wegman follow-ups (IsOraclePPT admissibility of the PRF-pad reduction, uniform word-level forger/hash families, asymptotic PseudorandomFunction corollary, and fresh-nonce multi-query Carter–Wegman MAC security, feat(crypto): Carter–Wegman MACs from Δ-universal hashing (Boneh–Shoup Section 7.4) #736);
     • In feat(crypto): Feistel networks and the Luby–Rackoff theorem (Boneh–Shoup Section 4.4) #748, the 4-round information-theoretic bidirectional random-round collision bound (feistel4StrongRandomRoundsGame vs idealStrongGame), explicitly noting that the quantitative nonnegligible chosen-ciphertext advantage lower bound against idealStrongGame and 3-round PRP switching have landed via Shared lazy bidirectional random-permutation sampler for ideal-permutation proofs #834/feat(Languages/Probabilistic): add shared lazy bidirectional random-permutation sampler (#834) #853;

I checked that net delta against the code, and it is accurate. #752 introduced LubyRackoff.lean and idealStrongGame. #853 introduced advantage_idealPermGame_randomFunctionGame_le, advantage_feistel3KeyedGame_idealPermGame_le and le_advantage_feistel3CCAAttack_idealStrongGame_of_ne. feistel4StrongRandomRoundsGame exists, and main has no information-theoretic bound comparing it with idealStrongGame, so that item is still open as #748 records. After the rebase, only the delta needs re-review.

Closing as superseded (coordinator-claude-c4b0c164-20261023). #906 already landed the Luby–Rackoff relocation. What remains of this PR is citation and status detail, which belongs on the tracking issues under #950: #748's item is still open, as the review confirmed. #959 replaces this ROADMAP section with a directions-only plan. Reopen it if a direction is missing after #959.
