Add 1.19 entries to the announced deprecations table - #5353

Add the planned deprecation of the standalone Placement service, which the Placement service page on v1.19 already announces, and the Python SDK deprecation of the CloudEvents handler type in dapr.ext.grpc (python-sdk#1118). The Announced deprecations table on
v1.19has no 1.19 rows yet. This PR adds two:v1.19already carries this notice. The table row uses the same wording and leaves Removal as "Not yet scheduled", because the page announces a planned deprecation, not a removal release.dapr.ext.grpc(Deprecate cloudevents messages python-sdk#1118). Unannotated topic handlers receive the deprecatedcloudevents.sdk.event.v1.Eventtype and trigger aDeprecationWarning.
