An inspection run could call an unconfigured planning specialist, then stop after saving a draft whose paraphrased goal could not receive the existing inspection continuation. Make specialist dispatch conditional and put the exact-goal rule in the planning guide that the router loads.
Also accept actionable numbered phase titles under an explicitly phased roadmap when the required standalone finding interrupts list indentation. The grader still requires ordered peer phases, concrete actions and targets, and section boundaries. Add the retained document as a regression fixture with adversarial cases.
Proof: the new regressions fail before the fix; 663 focused tests, typecheck, and packed native smoke (2 tests, 128 assertions using a local scripted provider) pass. Clean push preflight passes: 5,787 tests passed, 27 skipped, zero failures; all 13 gated replays reproduce.
The stopped campaign remains NOT VERIFIED (57 passes, 2 failures, 22 missing). Original receipts remain unchanged. These guidance edits change the package bytes; a freshly sealed artifact and separately approved complete campaign are still required. Live adherence is unmeasured. Dependency updates #213 and #214 remain separate to preserve the qualification toolchain while isolating this behavior correction.
