Replace fiboa publish with the Portolan workflow - #337
Removes fiboa publish and documents publishing as a Portolan catalog in the README, step by step, so that an agent can follow it. Closes#335. This means we don't have a program that publishes data, but only an agent description. But I think this is the way, we can always restore some program if we need it....
fiboa create-stac-collection stays. It is the source of what Portolan cannot read from the file: title, description, providers, license and fiboa version. Written as collection.json before portolan add, these fields survive the merge (checked with portolan 0.8). The assets are dropped first, because Portolan adds its own asset with checksum and size.
create-stac-collection now describes the fiboa properties in table:columns, using the fixed descriptions publish.py had for its README. The README step moves those columns to the collection, where portolan readme renders them.
What fiboa publish read from the data survey is now a README step: a table maps the survey's fields to Portolan's metadata.yaml, and the survey's Properties table describes the dataset's own columns.
No dependency becomes unused: requests, click and spdx-license-list are imported elsewhere.
The README now describes the steps, written for an agent to follow;
create-stac-collection stays, to seed the collection metadata.

Remove unused responses dependency and refresh lockfile

Removing this test also removes the repository's only use of responses, but pyproject.toml still declares it as a dev dependency and pixi.lock still resolves it. Unlike requests, click, and spdx-license-list, no remaining source or test imports it, so this leaves an unused package in every dev environment; remove that dependency and refresh the lockfile.
Fix contradictory changelog entries for removed publish command

This adds a Removed entry while the same Unreleased section still says that fiboa publish creates GeoParquet, PMTiles, and a STAC Collection at CHANGELOG.md:44. That leaves the unreleased changelog internally contradictory and documents a command that no longer exists; remove or rewrite the earlier entry when recording this removal.
