Link the published local guide instead of the Gist - #47

The local guide was a hand-edited Gist that fell a release behind, because only a release runbook asked anyone to update it. The service repository now publishes docs/guides/local-app.md with the Foundation Plan site on every green main, and its release verification checks that the published copy matches main, so testers land on the current guide.
