Sync @flaggr/sdk 0.5.0 and @flaggr/evaluator 0.3.0 - #1

packages/sdk and packages/evaluator as skunkworq/flaggr 37eed64 has them (the commit v0.5.0 will tag): scripts/check-js-mirror.mjs passes against this tree. The SDK's React tests render with react-dom now, so the root gains the react-dom and @types/react-dom dev dependencies the monorepo gives them.
