What: the home-page check accepts a page linked from /guides/ as linked from home, and requires the home page to link /guides/ once that page exists.
Why: the v0.3 home page links a few guides and one page that lists them all.
Tested: bin/test-check-site-rot.sh gains two cases (a page linked only from /guides/ passes; a home page without the /guides/ link fails); the existing home case now also removes the page from /guides/.
No effect on the current site: there is no /guides/ page on main, so the old rule applies unchanged.
