Summary

Updates the workflows' actions to actions/checkout v7.0.1 (the same pin as the shared Check), actions/setup-node v7.1.0 (as in fulldotdev/ui) and changesets/action v2.1.2, and adds the migration v2 needs. Dependabot's bump alone would break the next release. Main is merged in once because #28 changed ci.yml.

Changesets v3. changesets/action v2 refuses Changesets CLI v2, so the catalog moves @changesets/cli to ^3.0.3 and @changesets/changelog-github to ^1.0.1 (lockfile changes only in their dependency tree).
Same release output as v2. v3 stops versioning private packages by default, so the config sets privatePackages: { version: true, tag: false } (v2's default) to keep versioning the docs app. v3 also stops running its bundled Prettier and finds no formatter config in this repo, which left a whitespace-only line that vp fmt --check rejects. The release script now ends with vp fmt.
Action inputs. v2 renames them and ignores the GITHUB_TOKEN env, so the release App token goes to github-token; the action passes it on to the scripts as GITHUB_TOKEN and sets CHANGESETS_OUTPUT. Commits and tags still go through the GitHub API, now the default.
Unchanged. The draft-filtered Validate job still only checks changeset metadata (no duplicate of the shared Check). Also unchanged: frozen installs without scripts or pnpmfile, permissions, concurrency, App token, npm trusted publishing (OIDC).

Replaying the real quiet-islands-hotfix changeset (Release: framework fixes, plugin split, registry merge, lighter docs #9) under v2 (main) and v3 (this branch) bumps the same packages (@fulldotdev/sitex 0.4.2, docs 0.0.3). Both changelogs come out byte-identical, and vp fmt --check passes.
changeset status --since=origin/main passes on this branch and still fails for a package change without a changeset.

Still to confirm after merge

The first real release under v2: the "[ci] release" PR, then release:publish (its vp run build has not run in a real release yet), publishing through OIDC, the git tag and the GitHub release.
