pywin32 308 has no Python 3.14 wheels, preventing installation of the Windows test dependencies. Upgrade to 311 to support the latest stable version Python 3.14. CI explicitly selects Python 3.12 for tests, benchmarks, and E2E tests. pywin32 311 also provides Python 3.12 wheels, preserving compatibility with those jobs.

The latest stable version of Python is 3.14, which is what you typically get by default when installing
