Reinstall native crash handlers without restarting the daemon or recreating backend state. Preserve saved handlers across repeated calls, including a `NULL` previous Windows exception filter. Add regression tests for handler replacement and crash uploads with preserved breadcrumbs and attachments. Also remove the experimental marker from `sentry_reinstall_backend`.
