This updates a set of HTTP links under
docs/codeqlto HTTPS where the corresponding resources support HTTPS.XML namespace URIs, example URLs, generated/vendor content, and links where HTTPS was not appropriate were intentionally left unchanged.
While reviewing the links, I also noticed that
http://nhooyr.io/websocketappears to be dead. I left it unchanged because replacing it would be a link-target update rather than an HTTP-to-HTTPS cleanup.Related to #5163.
