build(deps): remove unused cloud-tools and php_codesniffer deps - #17

Remove google/cloud-tools and squizlabs/php_codesniffer from require-dev in composer.json and samples/composer.json. Neither package is currently used for tests or formatting (linting is handled by php-cs-fixer). If we ever add integration tests, we can add these back in, but for now, they're just causing Forking Renovate to create PRs that have no effect. Change-Id: I42579ecd239cd553293f6d323487b2d18669fa97
