…odb-download-url to @mongodb-js scope COMPASS-11197 These packages are owned on npm by external accounts under their unscoped names. Rename them to the @mongodb-js scope so ownership can be managed by the team account. The mongodb-download-url CLI binary name is unchanged, and publishConfig.access is set to public for mongodb-download-url.

Renames
mongodb-build-info,mongodb-nsandmongodb-redactto the@mongodb-jsscope (e.g.mongodb-ns->@mongodb-js/mongodb-ns), andmongodb-download-urlto@mongodb-js/mongodb-artifact-url(npm no longer allows "download" in package names). In-repo consumers are updated. Themongodb-download-urlCLI binary name is unchanged, andpublishConfig.access: publicis added to the renameddownload-urlpackage.The unscoped names are owned by external npm accounts, so the packages need a first publish under the new names by the team account (COMPASS-11197).
