Sync spec/spec_tests/data with the specifications repo's removal of pre-MongoDB 4.2 tests (DRIVERS-3439). Since the driver no longer supports 4.2 or older, fixtures gated to servers below 4.2 are dead. Delete 28 wholly-dead fixtures: the 14 crud_unified hint, arrayFilters and allowDiskUse clientError/serverError files, the 8 pre-42 SDAM error-handling files, the 4 legacy crud/write *-pre_2.6 files, the pre-42 command-monitoring fixture, and the CSFLE maxWireVersion fixture. Remove pre-4.2-gated tests from 11 mixed files: the dots_and_dollars and hint-unacknowledged CRUD files, and the copydb cases in redacted-commands. Where a removed test defined the &filter, &update or &replacement anchors that surviving tests referenced, the definitions move to the first surviving test. The unified and legacy CRUD suites lose only skipped examples: those tests were already being skipped on a supported (4.4+) server. The SDAM suite drops 160 executing examples, all from the pre-42 mock fixtures that simulate a pre-4.2 (wire version 7) server.

Deletes spec files that are gated behind server version 4.2 and earlier (28 files). Also removes individual tests from 11 more files which were gated behind server version 4.2 and earlier.
