feat(land): one daemon per base branch of a repository - #563
startDaemon resolves the base once, from --base or the default branch, before taking any lock, and stores it in the options for the daemon's life (a renamed default branch needs a restart). serve and watch both pass a default-branch resolver using a contents: read token; defaultBranch moved to land-serve.ts.
The checkout lock is now quest-land-<base>.lock in the git common directory, and the default state directory is <owner>-<repo>@<base> (base URI-encoded, so / and @ never collide; no repository name contains @).
serve and watch still share startDaemon, so on one base they exclude each other; on different bases they run side by side, each with its own private clone, state and --method.
Audited: the open-PR query filters on baseRefName, the own queue's branches and start-up pruning are under quest-queue/<base>/, and the fixer and landed-tree verification read only the instance's state directory, so no instance touches another's PRs.
quest land serve/watch --help, the README's landing sections and CONTRIBUTING.md now say one daemon per base.
Test: two startDaemon calls from one checkout on different bases both start; a second on the same base refuses, including with its own state directory.
Host side: the host module gains per-entry base/method options and an assertion refusing two enabled entries on one repository and base, in a companion PR in the private host config repository.
Choices made without asking
No migration of on-disk state (per AGENTS.md): each deployed daemon's default state directory moves to ...@<base> and starts fresh (since falls back to start less SETTLE, handled empty). Deploy while no fixer job runs and no PR left the queue in the last SETTLE.
The host assertion cannot tell a null base from an explicit default-branch name for one repository; its option description says to name it in neither or both entries.
Score: 9/10, The diff consistently resolves the base at startup and isolates daemon locks, state, and private repositories by base, with no actionable defects found by inspection, though builds and tests were not run.
Resolve the base once at startup, before any lock, and key the checkout
lock and the default state directory by repository and base, so daemons
on different bases run side by side while two on one base still refuse.

feat(land): one daemon per base branch of a repository
Nov 8, 2026
No actionable findings in this diff by static inspection.
I reviewed all nine changed files and traced the surrounding queue, fixer, and landing paths. Resolving the base before acquiring either lock makes the per-base checkout lock and default state directory agree for the daemon's lifetime. Both serve and watch retain the shared same-base exclusion, while their private repositories, progress, fixer jobs, and landing records follow the selected state directory. The open-PR queries filter by base, and the existing fixer paths check for retargeted PRs. The changed helper call sites and added tests are consistent with the new signatures.
Direction: the per-base daemon boundary is coherent; no blocking change is recommended from this review. The startup-lock tests cover the central same-base/different-base distinction.
Limits: GitHub-only static review. I did not run builds, type checks, tests, or live concurrent daemons, and did not validate the separate host configuration. This COMMENT review is not an approval or a claim that runtime validation passed.
quest land serve and quest land watch now scope daemon state and repository locks by base branch. watch resolves the default branch before startup and retains that base across daemon passes. Tests cover separate state paths for different bases and rejection of another daemon for an already-locked base. Documentation describes per-base operation and updates the watcher planning materials.
Merge Risk: Moderate · up to d840f
Resolve startup retry behavior and account for outstanding fixer jobs before merging. Otherwise, a temporary GitHub outage can stop a daemon at startup, and a deployment can miss completed fixer results. Correct the conflicting landing instructions as well.

Describe serve and watch exclusion per base.
The repository-wide restriction conflicts with the per-base behavior and can mislead operators configuring both commands.

Update the documentation describing how `quest land watch` and `quest land
serve` exclude each other: state that they share the App key, conflict only on
the same base when using the same checkout or state directory, and can run
concurrently on different bases with separate state directories. Remove the
claim that they share locks and cannot run for the same repository at once.

Match the README state directory description to the code.
The README says $STATE_DIRECTORY or the XDG state home, in <owner>-<repo>@<base>. The code encodes the base with encodeURIComponent, so / becomes %2F. The XDG path also includes quest-land. Add a note so the README matches the code and --help.

Align the --state help text with the actual default path.
The default is <owner>-<repo>@<encoded base>. A base such as release/v1 appears as release%2Fv1. The XDG fallback also adds a quest-land path segment. The help text names neither. As per coding guidelines, README examples must stay consistent with the CLI --help output, so add a short note about the encoding to both texts.

Resolve an empty or whitespace --base before use.
options.base ||= await defaultBase() treats an empty string as unset. This matches the intent for --base "". The base then goes into defaultState and lockRepository unvalidated. A value from --base is not checked against the repository, so a typo creates a new state directory and lock for a base that does not exist. The daemon fails only later, in the loop. Consider failing at startup, before the state directory is created, when the base branch does not exist.

A finished job can remain uncollected even when no fixer is running. The new state directory will not read that job, so its result can be missed and its parked PRs can reenter batches. Update the deployment notes to require collection or resolution of all outstanding fixer jobs before the cutover.

Retry transient failures while resolving the startup base
When --base is omitted, an outage that exhausts the GitHub client’s retries can make both serve and watch exit before daemonLoop starts. Previously, the loop retried these lookups.
Retry transient failures at the shared startup resolver with backoff. Keep the resolved base fixed for the daemon’s lifetime.
