Today's nightly failed on the new machines.

Looks to be because d721593 moved the Python 3.12 set up for RHEL 9 from baselayout to the tap2junit set up -- and the release machines don't install tap2junit so we were only left with the system Python 3 (3.9). I'll open a follow up PR to fix.
