Four jobs on each push to main and each pull request: - Tests, on Python 3.9 to 3.14: pytest, the two linters, conformance. - Export against dynamic run: 2,000 random pipelines. - Packages: build the two wheels, install them in a new environment, and use them from outside the repository. - Speed check: compares with the recorded baseline. It does not block, because the baseline was recorded on a different machine. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Adds a GitHub Actions workflow with four jobs. It runs on each push to
mainand on each pull request. The speed check does not block because the baseline was recorded on a different machine. Its result on the CI machine tells us if the 25% band is correct there.
