Audit against the live 2026-07-28 spec found 34 of 47 rule citations pointing at nonexistent anchors or the redirected basic/lifecycle page. Repointed them and added tests/harness/test_citations.py so drift fails make check.

Known follow-up: invocations-are-audited has no spec MUST behind it (spec security page has no audit-logging section); it should migrate to a SENTINEL/SECURITY rule.

make check green (215 unit tests).

34 rule citations pointed at anchors that do not exist (e.g. changelog
anchors, basic/index#meta, basic/lifecycle which now redirects to
basic/versioning, security_best_practices#audit-logging). Repoint them and
add an offline test that pins every MCP rule citation to a verified
page/anchor allowlist.

The security best-practices page has no audit-logging section, so no spec MUST
backs the rule. Deprecate MCP/2026-07-28/MUST/invocations-are-audited and
supersede it with SENTINEL/SECURITY/invocations-are-audited. The id is kept,
because ids are permanent.
