ci: Group Dependabot action updates monthly - #586

Drop the Cargo version updates: Rust dependencies are bumped deliberately at the start of a release cycle, since the polkadot-sdk and toolchain pins block most automated bumps. Action updates arrive as one grouped pull request per month.

After merge
The open Cargo version-update PRs (#569, #570, #585) can be closed; their bumps go into the next release cycle's dependency update. The separate action PRs are replaced by the grouped one.
