Deprecate pscale workflow in favor of move-tables - #1449

pscale workflow is now deprecated in favor of pscale branch vtctl move-tables, and the data-imports notice points at the external keyspace import flow. pscale branch vtctl now shows in help, with the subcommands that are not generally available still hidden.
