This updates the core extension to version 0.5.4, and adopts the
CheckpointDelayedDueToLocalDatainstruction (which will start being relevant once we add a download-only mode). For now, I've added a test verifying that checkpoints received with local data are applied after its uploaded, which at least ensures that the instruction doesn't break the sync process.AI use: Test written with Claude Code.
