Summary
Adds a "Win Notice" section to the iOS and Android Plugin Renderer pages:
nurl, the Prebid Cache URLs andext.prebid.events.win) for banner, interstitial and rewarded ads that a Plugin Renderer creates, so the renderer does not need to send it.sendsWinNoticeand returnstrue, and Prebid SDK skips its own.SDK changes: prebid/prebid-mobile-ios#1378 (for prebid/prebid-mobile-ios#1377) and prebid/prebid-mobile-android#1028 (for prebid/prebid-mobile-android#1027). Please merge this after those PRs ship; the pages don't name a version yet, so a "starting with" version line can be added at release time.
