chore(neutron): bump latest stable/2026.1 and backport vni/vlan mapping - #2646

We pulled in the initial version of the VNI/VLAN mapping API but didn't backport the API change that landed before the final release. This rebases to the latest stable/2026.1 and pulls in the final API so that we can use it correctly.
