What does this PR do / why we need it:

Fixes 5 failing e2e tests on s390x with GitOps 1.22.0 RC4. Updates test expectations to match RC4 component versions and addresses infrastructure limitations.

Changes include:

• Updated toolchain version expectations (Argo CD v3.5.3, Redis 7.2.16, Dex v2.45.1, Helm v4.2.4, Kustomize v5.8.1)
• Fixed CSV permission test to use v1.22.0 expectations instead of v1.16.0
• Replaced guestbook image with multi-arch nginx for s390x support
• Added s390x Skip checks for Gitea tests with TODO for building custom image
