Promote the Windows runtime verification fix. Quoted fixture paths now normalize consistently across platforms while refusal diagnostics and exit codes remain checked.
Validation: 306 tests passed locally; the contribution quality checks and CodeQL passed. No CLI or Dialect source changed.
