docs(ci): pin the action recipe to its v1.0.0 release

Change

The GitHub Actions plan recipe pins rootform-dev/action to the commit released as Action v1.0.0, the first major release that supports Rootform 0.2.0, instead of the earlier v1 bootstrap commit.

Validation

• bun scripts/check-docs.ts passes.
• The pinned commit is the head of the Action's promoted main, released through its release workflow after the published Rootform 0.2.0 integration run.
