- fix_app.py, fix_index.py: replace open() with Path.open() to satisfy
ruff PTH123 rule (pathlib enforcement)
- functions/package.json: remove duplicate firebase-admin entry (^10.3.0
conflicted with firebase-functions@7 peer requirement), fix TypeScript
from non-existent ^6.0.0 to stable ^5.0.0, relax engines to >=18
- functions/.eslintrc.js: expand minified one-liner to properly formatted
config; quote all rule keys consistently (quote-props: consistent)

- update node image from cimg/node:20.18 to cimg/node:22.19
- add Install functions dependencies step before lint and tsc
- add youtube-worker-deploy job: fetches YouTube API v3 channel data
and deploys src/youtube-worker.ts via wrangler when
CLOUDFLARE_API_TOKEN is set
