ci: move workflow jobs to sm-standard-2 self-hosted runners

Description

Point every workflow job at the sm-standard-2 self-hosted runners instead of ubuntu-latest. CI-only change; no application code is touched.

The console has no Docker build jobs (no Dockerfile and no docker commands or actions in any workflow), so the dind runner pool is not needed here — all 19 jobs across build.yml, quality.yml, test.yml, release.yml, and dependencies.yml run on sm-standard-2.

All gates passed, including tests/lib/quality-workflow-source.test.js, which asserts the quality.yml formatting job contents.
