Replaces #363 with a fresh, focused change.

The webdrivers gem is deprecated and caps selenium-webdriver at < 4.11, so local and CI runs break whenever Chrome gets ahead of the cached chromedriver. Newer selenium-webdriver includes Selenium Manager, which finds or downloads a matching driver (and browser, if needed) automatically.

  • Drop webdrivers and geckodriver-helper; add selenium-webdriver (4.10.0 → 4.52.0)
  • Remove webdrivers:chromedriver:update from the spec and next-rails workflows
  • Remove the WebMock allow-list entries for driver downloads. Selenium Manager runs as a separate process, so WebMock never sees its requests.

Testing: with no chromedriver on PATH, spec/features/splashpage_spec.rb and spec/features/conference_spec.rb pass (15 examples, 0 failures); Selenium Manager downloaded chromedriver 156 to match Chrome 156.

The webdrivers gem is deprecated and pins selenium-webdriver below 4.11.
Newer selenium-webdriver ships Selenium Manager, which finds or downloads
a chromedriver that matches the installed Chrome. Drop webdrivers and
geckodriver-helper, upgrade selenium-webdriver to 4.52, and remove the
webdrivers update step and WebMock allowances that only existed for it.
