chore: prepare website for the November release refresh - #493

The cut published cli-server 3.1.0, cli-node 3.2.1, and both desktop bundles, and the workflow refreshed releases.json on main. The website builds that listing into its download pages, so the deployed site still names the October releases until it ships again. This is the same patch-grade prep changeset #477 used for the preview documentation release: it bumps @internal/website so website.yml can cut a fresh tag from main.

The app cut published cli-server 3.1.0, cli-node 3.2.1, desktop-server 1.7.6, and desktop-client 1.5.5, and the workflow refreshed root releases.json on main. The website build embeds that listing (prepare-data.ts copies it into data/), so the deployed site still names the October releases until it ships under a fresh version. This adds the same patch-grade @internal/website prep changeset #477 used for the preview documentation release, so website.yml can cut website-v0.2.24 from main. Changeset-only diff, no product code.
