Replace the unpinned, inline commitlint setup in the PR title check with a checked-in commitlint.config.js and a package.json / package-lock.json pinning @commitlint/cli and @commitlint/config-conventional at exact versions, matching the shape used by substrait, substrait-java and substrait-rs.
The lint step read the title and body from the triggering event's payload. That payload can be stale: queue: max allows several runs to wait at once, the order they are released in is not guaranteed, and GitHub decides a required check from the most recent check run of that name -- so a corrected title could be overruled by an older run and leave the check stuck red with no further event to clear it. Fetch the PR's current title and body instead, so the verdict does not depend on run order, and hand them to the comment job as outputs so its freshness check compares against the text that was actually linted.

Renovate's PR descriptions already lint cleanly now that line-length limits are off, and the multiline match skipped the whole message, header included, for any body containing that line.

One inline point: a body line can still reach the runner as a workflow command.
PR description. It ends with 🤖 Generated with AI. The description becomes the squash-merge commit body, and CONTRIBUTING.md:114 asks to keep tool-attribution lines out of it. The line before it ("Since pull_request_target runs from the base ref, the new check does not validate this PR; it takes effect on merge.") is a note for reviewers and would end up in the history too, so I'd drop both.

commitlint echoes the PR text into the log, and each body line starts a fresh log line, unindented. In run 38730356789, the body appears line by line straight after ⧗ --- input ---. The runner reads any output line starting with :: as a workflow command. A body line like ::add-mask::success therefore masks that string, and GitHub skips any job output containing a masked value. outcome is dropped, and the comment job is skipped. Masking any text from the body drops the body output the same way, so the freshness check at line 135 always returns early. Either way, the warning is never posted or cleared, despite the env: hardening at line 120. Dropping --verbose isn't enough, because commitlint prints its input on failure anyway. Suspending workflow commands for the step with an unguessable token covers both cases:
| run: npx --no-install commitlint --verbose < "$RUNNER_TEMP/commit-msg.txt" | |
| # commitlint echoes the PR text to the log unindented, and the runner reads | |
| # any line starting with "::" as a workflow command. Suspend command | |
| # processing with an unguessable token while it runs. | |
| run: | | |
| token="$(openssl rand -hex 16)" | |
| echo "::stop-commands::$token" | |
| status=0 | |
| npx --no-install commitlint --verbose < "$RUNNER_TEMP/commit-msg.txt" || status=$? | |
| echo "::$token::" | |
| exit "$status" |

Fixed in 7397fd9 as suggested. commitlint now runs between ::stop-commands::<token> and ::<token>::, with its exit status kept so the lint outcome is unchanged. The same fix still needs porting to substrait-io/substrait-validator#589, which this PR mirrors.
I also removed the reviewer note and the attribution line from the description, and added a bullet for this change.
commitlint echoes the PR text to the log unindented, so a body line starting with "::" was processed as a workflow command. Masking a value that way made the runner drop the job outputs containing it, so the warning comment was never posted or cleared. Suspend workflow commands with an unguessable token while commitlint runs.
Aligns the PR title check with the hardened version in substrait-io/substrait-validator#589, and pins the toolchain that runs it.
Config. The check built its config by
echoing JavaScript into.commitlintrc.jsat run time. It is now a checked-incommitlint.config.jsextending@commitlint/config-conventional, matching substrait, substrait-java and substrait-rs. Same rules as before, except theignoresblock is dropped — the dependabot patterns and the Renovate one that replaced them in #244. The dependabot ones worked around dependabot/dependabot-core#5923, which is aboutbody-max-line-length— already disabled here — and all of them use themflag, so any message with a matching line anywhere in its body was skipped entirely, malformed header and all. Renovate's update and lock file maintenance PRs pass without it, and the last 200 commits onmainlint identically either way.Pinning.
@commitlint/config-conventionalwas installed unpinned andnpx commitlintfetched the CLI at run time, also unpinned, so a compromised release of either — or of anything in their dependency trees — would have run in CI and could have forged the lint result.package.jsonnow pins both exactly, with apackage-lock.jsoncovering the full transitive tree, installed vianpm ci --ignore-scriptsand invoked asnpx --no-installso only the pinned local binary can run..npmrcpins the registry, so a contributor whose user-level npm config points at a private registry cannot regenerate the lockfile with internal URLs in it. Renovate keeps the toolchain current, grouped as the commitlint monorepo under thedeps-devscope.Workflow. It stays on
pull_request_target, which is what makes the base ref's copy of the workflow, the config and the lockfile trusted — underpull_requestthe workflow definition itself comes from the PR's merge ref, so the PR would control its own validation. GitHub's default policy blocking the event in public repositories, enforced from 2026-11-02, is handled by a repository Actions policy that allows the event for this workflow only, matched by its file path. Renaming or moving the workflow would silently put it back under the default block, so the workflow now says so where someone renaming it will see it. Also:persist-credentials: false, sincenpm ciruns third-party package code in the same workspacecommentcallingcore.setFailed, so the check that goes red is the one whose name describes the problem<!-- pr-title-check -->marker. On the marker alone, a comment quoting this workflow would be deleted on a pass and would suppress the warning on a failureenv:, so a crafted title or body cannot inject JavaScript::would otherwise be processed as onequeue: max:cancel-in-progress: falsealone still stranded a cancelled check-run (chore(deps): bump actions/checkout from 6 to 7 #198), because the defaultqueue: singlelets an arriving run displace the pending one
