What this changes

The follow-up PLAN.md step 4 schedules after #50 merged: the eight step-3 rename commits (018e912, 3822f71, dedf0b8, 9ce18f1, fb75b6a, a470648, 2847630, 716c7e1) and RatioTap's bulk reformat as the import rewrote it (89c7eba, bridge/docs/HISTORY.md) join .git-blame-ignore-revs.

Why

Each rename commit is a mechanical rename plus its clang-format reflow; without the list, git blame on most lines of both engines stops at the migration instead of the commit that wrote the line. The gate/CI fix commits of the migration (75ae156, 8ce5235, fa7eb17, a2b8e5e, 79b609d) touch no source lines and are left out.

Verification

git blame --ignore-revs-file .git-blame-ignore-revs accepts the file (every entry is a full SHA reachable on main). No build change.

Notes for the reviewer

One file, no code. The remaining PLAN.md items after this are the v0.4.0 tag and step 5 (DspTap and taphouse PRs, archiving RatioTap).
