The Windows ARM64 architecture gate exposed two upstream toolchain changes:

  1. Racket's official 9.3 release page now publishes SHA-256 15cd4ace652427465c7c576bad4aede2b8519cb6b59b190c9a22862cf57e7924 for the rebuilt full Windows ARM64 installer. The fail-closed check correctly rejected the old digest before running Rivet.
  2. The current windows-11-arm image carries Visual Studio 18, whose generic MSBuild executable selected HostX86\arm64 despite PreferredToolArchitecture=x64. The 32-bit compiler exhausted its address space on WinUI generated sources (C3859/C1076). Rivet now prefers Bin\amd64\MSBuild.exe, including when generic MSBuild is already on PATH, while retaining the generic executable as a fallback.

The installer URL and checksum verification remain unchanged. Unit coverage exercises stable/fallback Visual Studio layouts and PATH discovery.

Local validation: raco test tests/windows-tools.rkt tests/doctor.rkt (34 tests passed); direct discovery selects the amd64 MSBuild executable.
