fix(release): publish Windows fixes with updated package pins

Summary

Publish the merged Windows fixes and make new projects install the corrected packages.

Update the generator dependency pins, archive assertions, and npm lockfile together.

Evidence

• Before: the 1 October release skipped the published CLI and Python versions, leaving the merged Windows fixes unpublished.
• After: generator archive tests passed, CLI tests passed (80), Python tests passed (113) against the installed 0.1.1 wheel, and generator typechecking passed. Full CI and both native Windows shell checks run on this PR and again before publishing.
