form-data 4.0.5 is still in the CRLF range, and browserslist 4.28.1 is still in the crash range. Yarn resolutions force every copy.

Summary
form-data 4.0.5 is still inside the CRLF range (fix 4.0.6). browserslist 4.28.1 is still inside the crash/OOM range (fix 4.28.7). Direct dep bump plus yarn resolutions so the other ranges cannot stay behind.
