…#78) Pass metadata_encoding='utf-8' to ZipFile constructor so filenames stored as raw UTF-8 bytes (without the ZIP UTF-8 flag) are decoded correctly. Python's zipfile module defaults to CP437 which garbles Japanese characters. metadata_encoding requires Python 3.11+, already the project minimum. - 25 unit tests for DeprecationNotifier (is_disabled, disable, enable, show, run — all paths including env var, flag file, and error handling) - 14 tests for the deprecation-warning CLI commands (disable, enable, status, help) using asyncclick CliRunner - Add silence_deprecation_notifier autouse fixture to test_version_checker.py so existing check_updates_async tests remain focused on update logic only
