fix: install make in the runner image for native addon builds - #24

gcc-11/g++-11 were installed but not make, so node-gyp rebuild (used by node-pty and other native addons) failed with "not found: make" on every profile using this image.

gcc-11/g++-11 were installed but not make, so node-gyp rebuild (used by node-pty and other packages needing a native addon build) failed with "not found: make" on every scale-set profile using this image. Surfaced by ExaCapLtd/switchboard's CI once it started routing through the shared fleet.
