PR Author Checklist

  • I linked the correct issue in the ### Fixed Issues section above
  • I wrote clear testing steps that cover the changes made in this PR
    • I added steps for local testing in the Tests section
    • I added steps for the expected offline behavior in the Offline steps section
    • I added steps for Staging and/or Production testing in the QA steps section
    • I added steps to cover failure scenarios (i.e. verify an input displays the correct error message if the entered data is not correct)
    • I turned off my network connection and tested it while offline to ensure it matches the expected behavior (i.e. verify the default avatar icon is displayed if app is offline)
    • I tested this PR with a High Traffic account against the staging or production API to ensure there are no regressions (e.g. long loading states that impact usability).
  • I included screenshots or videos for tests on all platforms
  • I ran the tests on all platforms & verified they passed on:
    • Android: Native
    • Android: mWeb Chrome
    • iOS: Native
    • iOS: mWeb Safari
    • MacOS: Chrome / Safari
  • I verified there are no console errors (if there's a console error not related to the PR, report it or open an issue for it to be fixed)
  • I followed proper code patterns (see Reviewing the code)
    • I verified that comments were added to code that is not self explanatory
    • I verified that any new or modified comments were clear, correct English, and explained "why" the code was doing something instead of only explaining "what" the code was doing.
    • I verified any copy / text that was added to the app is grammatically correct in English. It adheres to proper capitalization guidelines (note: only the first word of header/labels should be capitalized), and is either coming verbatim from figma or has been approved by marketing (in order to get marketing approval, ask the Bug Zero team member to add the Waiting for copy label to the issue)
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
  • If a new CSS style is added I verified that:
    • A similar style doesn't already exist
    • The style can't be created with an existing StyleUtils function (i.e. StyleUtils.getBackgroundAndBorderStyle(theme.componentBG))
  • If new assets were added or existing ones were modified, I verified that:
    • The assets are optimized and compressed (for SVG files, run npm run compress-svg)
    • The assets load correctly across all supported platforms.
  • If the PR modifies code that runs when editing or sending messages, I tested and verified there is no unexpected behavior for all supported markdown - URLs, single line code, code blocks, quotes, headings, bold, strikethrough, and italic.
  • If the PR modifies a generic component, I tested and verified that those changes do not break usages of that component in the rest of the App (i.e. if a shared library or component like Avatar is modified, I verified that Avatar is working as expected in all cases)
  • If the PR modifies a component related to any of the existing Storybook stories, I tested and verified all stories for that component are still working as expected.
  • If the PR modifies a component or page that can be accessed by a direct deeplink, I verified that the code functions as expected when the deeplink is used - from a logged in and logged out account.
  • If the PR modifies the UI (e.g. new buttons, new UI components, changing the padding/spacing/sizing, moving components, etc) or modifies the form input styles:
    • I verified that all the inputs inside a form are aligned with each other.
    • I added Design label and/or tagged @Expensify/design so the design team can review the changes.
  • I added unit tests for any new feature or bug fix in this PR to help automatically prevent regressions in this user flow.
  • If the main branch was merged into this PR after a review, I tested again and verified the outcome was still expected according to the Test steps.

❌ CONSISTENCY-15 (docs)

This newly added comment uses em dashes in its own prose, which the plain-comment-style rule flags. Comments should read like plain, natural sentences without em/en dashes.

Rewrite without the em dashes, e.g.:

// derive shouldShowPayButton (and therefore the displayed approval amounts) identically.

or split into two sentences that avoid the dashes entirely.

PR review

The approach works: Search now uses the same approve dropdown as the report header, and the hold-menu amount fix is safe. I found one regression to fix before merge, plus a few smaller cleanups. I reviewed the code only and did not run the app.

Should fix

1. Single-expense rows can approve a held expense in full with no prompt.
TransactionItemRowWide.tsx:363-376 also renders ActionCell, so it now gets ApproveActionCell. It doesn't pass snapshotTransactions. If the report's transactions aren't in live Onyx yet, transactions becomes [] (useConfirmApproval.ts:62). isAnyTransactionOnHold is then false, a plain Approve button shows, and one click calls approveMoneyRequest({full: true}).
Before this PR, that click opened the expense. Search shows APPROVE on transaction rows for one-expense reports (SearchUIUtils.ts:2183).
Fix: pass the row's transaction as snapshotTransactions from TransactionItemRowWide.

A related case: when only some of a report's transactions are in live Onyx (for example, the user opened one expense earlier), the hook uses the partial live list instead of the snapshot. That can also hide a held expense.

Worth addressing

2. Approval now uses the snapshot policy, not the live policy.
useConfirmApproval calls @hooks/useOnyx, and it runs inside Search's snapshot scope. So liveReport and livePolicy (useConfirmApproval.ts:48-51) are really snapshot reads on normal searches, and fallbackReport and fallbackPolicy never change the result. On main, the Search approve path read the live parentPolicy first. Please read report and policy with useOnyxWithoutSnapshots and fall back to the snapshot, or rename the variables so they don't claim to be live.

3. The APPROVE branch in handleActionButtonPress now approves held reports in full.
No UI path reaches it anymore, since ApproveActionCell never calls onButtonPress. But Search.ts:331-335 now skips the held check for APPROVE, and the updated test requires full: true for a held report. Any future caller would silently approve held expenses. Keeping goToItem() for held APPROVE is a safer fallback.

Cleanup

  • The comment at HoldMenuModalWrapper.tsx:21-23 says Search still routes approve through this modal. That's no longer true. The moneyRequestReport and chatReport override props below it have no callers left.
  • HoldMenuCallback (Search/index.tsx:132) and onHoldMenuOpen (SelectionList/ListItem/types.ts:219) are now unused.
  • The <SearchScopeProvider isOnSearch={false}> wrapper in ApproveActionCell has no effect. Nothing inside ExpenseHeaderApprovalButton reads a snapshot key.
  • The new HoldMenuModalWrapperTest covers the approve request type, which no production caller uses now. The tests also lack the Given/When/Then comments the repo expects.
  • The bot comments about em dashes in comments (CONSISTENCY-15) are still open.
What checks out
  • Hold-menu amount change is safe. Every remaining caller of showHoldMenu and ProcessMoneyReportHoldMenu passes nonHeldAmount only when !hasOnlyHeldExpenses && hasValidNonHeldAmount. So nonHeldAmount !== undefined behaves the same as before, minus the stray "Pay only 0" from the old '0' default.
  • Scenario from Spend - Approve modal inconsistency when approved form Spend and report. With a held $0.00 expense and an unheld negative expense, hasValidNonHeldAmount is false. Search now shows only the full option, matching the report header. Both use getApprovalDropdownOptions.
  • Search snapshot updates still work. getSearchApproveOnyxData is passed through additionalOnyxData, so the loading state and row removal match the old getApproveActionCallback path. Partial approvals from Search now get them too.
  • No safety checks dropped for report rows. Delegate access is checked in onApprove. The billing restriction and Submit-policy upgrade are still enforced inside approveMoneyRequest.
  • Violations subscription is better. It is now scoped to the report's transactions instead of the whole TRANSACTION_VIOLATIONS collection. The inline selector doesn't cause a re-subscribe.

A help site update is needed. I opened a draft PR: Docs updates for E/A#100930 Describe the Approve menu for held expenses.

This PR made one sentence in Approve Expenses wrong:

If a report contains one or more held expenses, clicking Approve (from within the report or from the Reports page) displays a confirmation modal with two options:

On Spend > Reports, Approve now opens a menu with the two options instead of a confirmation modal. The docs PR changes only that sentence.

GitHub wouldn't let me assign you to the docs PR because you don't have write access. Comment on it once and someone can assign you.

@mkzie2, please review the linked help site PR and confirm it reflects the current behavior. Then mark the linked help site PR Ready for review
