fix(ci): measure a stacked unit against its parent pull request - #1924
Fixes#1923 (this PR is one half of it; the issue covers both halves and should be closed only after both land).
What changes
mutation-diff keeps its existing base resolution for normal pull requests and adds one rule for stacked units:
the merge commit's second parent is the pull request head;
when that head's own parent is the head of another open pull request, this pull request is a stacked unit and the gate measures against that parent instead of main;
otherwise the event base is kept, so a multi-commit pull request is never charged only its last commit;
the job summary states which base was used.
The merge queue runs no gate of its own, so the per-PR gate is the only enforcement point. A parent head is accepted as a stacked base only when the parent is a ready (non-draft) pull request whose own run is gated; a draft parent is refused and the unit keeps the event base, so the content that would land through it is charged where it lands.
New cases: stacked parent resolves to the parent head; a non-stacked parent keeps the event base and still charges both commits; an unparsable map degrades to the event base. Workflow-shape assertions cover pull-requests: read, the PR_HEAD_SHA resolution, and --stacked-map.
Permissions stay minimal: the job only reads open pull request heads.
Review round (maintainer review, 2026-10-28)
Head 2034a0ba2.
Draft parents were accepted as a stacked base. A draft pull request is not gated (the workflow skips draft runs) and the merge_group run has no gate step, so a unit built on a draft was measured only on its own delta while the draft content could land through it. The open-PR map now carries draft, resolveStackedUnitBase() refuses a draft head, and a unit stacked on one keeps the event base so the changed-line cap sees the cumulative content. The resolver comment now states that the merge queue runs no gate and that the per-PR gate is the only enforcement point (the earlier "the merge queue checks the cumulative cap" claim above was wrong and is corrected).
The multi-parent guard test could not fail. It merged with the open PR head as the second parent, so parents[0] never matched the map. The test now builds a merge whose first parent is the open pull-request head; without parents.length !== 1 the merge would be measured as a one-commit stacked unit.
Verification: node --test scripts/stryker-diff.test.mjs -> 52 tests, 0 fail. Negative controls: dropping the draft filter and dropping the parents.length guard each turn exactly one test red; restored, 52/52 pass.
Main refresh (2026-10-28)
Merged upstream/main 3f51e9df7 (fcdfbf14), 0 behind main. The refresh added the compile job's repo-wide format:check; the two scripts this PR touches were formatted with the repo's own prettier config (no content change, node --test scripts/stryker-diff.test.mjs still 52/52). Every file this PR changes is prettier-clean.
The gate diffed every pull request against the merge commit's first parent, which is the base branch tip. For a stacked unit that base is main, so the whole unmerged chain was charged to the unit: the file-safety chain measured 512, 727, 783, 815 and 827 executable lines against a 500 cap, while each unit's own delta is 27-225 lines.
The merge commit's second parent is the pull request head. When that head's own parent is another open pull request's head, the pull request is a stacked unit and the gate measures only its delta. A pull request whose parent is not another pull request head keeps the event base, so a multi-commit pull request is never charged only its last commit.
An unparsable stacked map degrades to the event base instead of throwing, and the job summary records which base was used.
No actionable comments were generated in the recent review.
Summary
Summary by CodeRabbit
Chores
Mutation-testing checks can recognize a non-draft parent pull request in a stack and compare the current pull request against it.
For recognized stacked pull requests, checks use the parent pull request’s head and include stacked-pull-request context and a reproduction command in the summary.
Otherwise, checks retain the standard event-based comparison. If pull request details are unavailable or invalid, checks continue without a stacked pull request match; if the pull request head cannot be resolved, checks fall back to the merge commit.
Checks reinstall dependencies when relevant manifests differ after aligning the comparison. Failures are reported and stop the check.
The workflow passes open pull request data to the mutation diff script. When a PR head’s sole parent matches a confirmed non-draft open PR head targeting the same base ref, the script uses that parent as the diff base and the PR head as the diff head. It aligns the execution tree and records the matched parent PR in the summary.
Changes: Stacked-unit mutation diff
Layer / File(s)
Summary
Fetch and pass open pull request data .github/workflows/mutation-testing.yml, scripts/stryker-diff.test.mjs
The workflow fetches open pull request numbers, head SHAs, draft status, and base refs, then passes the map and merge commit details to the diff command. Tests check workflow permissions, token scope, workflow inputs, artifact transfer, and failure handling.
Parse pull request map and resolve base scripts/stryker-diff.mjs, scripts/stryker-diff.test.mjs
The script accepts valid map entries and uses a sole parent as the base only when it matches a confirmed non-draft open PR head targeting the same base ref. Otherwise, it retains the event base. Tests cover parsing, matching, and fallback cases.
Align and select the unit diff scripts/stryker-diff.mjs, scripts/stryker-diff.test.mjs
For a matched stacked unit, the script uses the PR head as the diff head, aligns the execution tree, checks dependency-manifest drift, and preserves the resolved base during selection. It records the parent PR and adds summary and reproduction details. Tests cover selection, alignment, drift, reinstall failures, and output.
Zoo-Code-Org/Zoo-Code#2149: The PR summarizes and publishes reports from the mutation-diff job whose measured scope this change affects.
Merge Risk: Moderate · up to fc17b
The gate can still run with a missing map, but its regression check is weak and pull-request code may receive unnecessary write permissions. Remove that exposure before merging.
Security architecture risk: Moderate · up to d4442
The new read token is appropriately isolated, but stacked measurement can omit inherited changes without a cumulative queue recheck and can apply child-revision line numbers to merged code. These changes weaken CI assurance; they do not directly grant production privileges.
Retained concerns
Medium · security · inferred: An open parent PR is sufficient to exempt its ancestor changes from the child's executable-line cap, without checking that the parent passed or will merge separately. A contributor controlling two PR heads could therefore obtain a passing child measurement while its actual merge includes an oversized parent delta. Previously the child gate measured that cumulative delta. The unchanged merge-group path only writes a summary, so it does not compensate for the newly narrowed scope. Actual admission remains dependent on external required-check and approval configuration.
Medium · reliability · inferred: Recognized stacks now produce changed-line coordinates from the parent-to-child diff, but source parsing and mutation execution still use the checked-out merge result. Upstream insertions or deletions in the same file can therefore target unrelated lines or omit changed executable lines, weakening both scope enforcement and mutation coverage. The baseline production invocation kept diff coordinates aligned with the merge-result source.
Security review details
Security Blast Radius
inferred — The supported exposure is repository CI assurance for mutation-tested packages. A contributor can influence parent recognition through PR commit history and another open PR head. The evidence does not establish additional production credentials, tenant access, or an unauthorized merge.
Security Findings and Attack Paths
inferred — A contributor can leave an oversized parent PR open and submit a small child on its exact head. Recognition excludes the parent's content from the child's cap even though that content remains in the child's merge ancestry. Parent approval or gate success is not checked by the resolver, and the queue path does not repeat measurement. External admission controls could constrain exploitation but were not available for verification.
Trust Boundaries and Controls
observed — Full-SHA validation and exact sole-parent matching constrain revision selection; Git commands receive argument arrays rather than interpolated shell commands. API failure produces an empty map, preserving the broader measurement rather than selecting an arbitrary base. These controls authenticate commit relationships, not the parent's approval or successful enforcement.
Resilience and Maintainability Implications
observed — Superseded runs are cancelled, both jobs have timeouts, and top-level gate errors set a failing exit status. These failure controls do not detect a successfully constructed but incomplete manifest, which can return normally without mutation execution.

Explanation
The title "fix(ci): measure a stacked unit against its parent pull request" matches the main change. The PR adds stacked-unit detection to mutation-diff, so a stacked unit is measured against its open, non-draft parent PR head instead of main. The title is specific and follows a conventional commit style. It is 63 characters, within a short-title range, and uses plain wording.
Full details: Description check
Explanation
The description follows the repository template. It links the issue (Fixes #1923) and explains the approach: stacked-unit detection from the commit graph, the draft-parent refusal, and the fallback to the event base. It gives a test procedure with the command and test counts (52 passing) and states the new test cases. It also notes the maintainer review changes and the main refresh. Several template items are missing or unchecked: the Pre-Submission Checklist is not ticked, the Documentation Updates choice is not marked, and the Get in Touch section (Discord username) is absent. The description also refers to a 'Fixes' link while noting the issue should close only after both halves land, which conflicts with the template's closing keyword use. The core required content is present and clear.
Resolution
Optional completions: tick the Pre-Submission Checklist items that apply, mark the Documentation Updates choice, add a Discord username under Get in Touch, and confirm whether 'Fixes #1923' should be changed to a non-closing reference since the issue must stay open until #1925 lands.
Full details: Linked Issues check
Explanation
[#1923] Whole-PR basis: merge base a15ba8c to reviewed head fc17bc4. The head moved one commit past the previous review (f133c58). The incremental diff was unavailable, so the workflow was read at the head.
Coding requirements and code evidence:
Graph detection (#1923). resolveStackedUnitBase reads the PR head's parent with git rev-list --parents. It accepts the parent only when an open-PR map entry has that head SHA. No label or mapping file decides the result. Met.
Stacked unit measured against parent head (#1923). On a match, resolveCiInvocation returns baseSha = parent head and diffHead = PR head. alignExecutionTree moves the working tree to that head. Met, subject to item 6.
Non-stacked and multi-commit PRs keep the event base (#1923). A head with parents.length !== 1 returns the event base. A single parent that matches no open PR head also returns the event base. Met.
Unparsable map falls back (#1923). parseStackedMap returns [] on non-array parts, trailing garbage, or an unbalanced bracket. readStackedMap returns "" on read failure and emits a warning. Met.
Job summary records the base (#1923). formatSummary adds 'Stacked unit: measured against the head of parent PR #N'. The reproduction block adds git checkout <head> for a stacked unit. Met.
Narrowing beyond the issue text. The parent must be draft === false and must target the same base ref as the child. The issue does not state these limits. The PR description and code comments give the reason: a draft is not gated, and a feature-branch parent's delta would not reach main through this gate. The narrowing serves the issue's intent and is accepted.
Merge-queue enforcement (#1923 design). merge_group runs only the 'Record merge-queue enforcement' step. The PR corrects the issue's claim that the queue checks the cap. The requirement that enforcement stay unchanged holds. This is a factual correction, not a coding requirement.
Reviewer filtering (#1945, #1925) is excluded by the issue. No label code appears in the reviewed changes.
Workflow at head: the stacked_map job reads open PR heads with gh api --paginate. mutation-diff reads the map from ${RUNNER_TEMP} (commit fc17bc4). PR_HEAD_SHA resolves from the event or HEAD^2. The gate receives --pr-head, --pr-base-ref, and --stacked-map-file.
Unresolved uncertainty: the tail of main() was truncated in the diff output. The call that passes preserveBase to selectFromGit was not read. Its option and the resolveCiInvocation wiring support the claim. The test count (52 passing) is author-reported. The test file was not re-run.
Full details: Out of Scope Changes check
Explanation
[#1923] Each change beyond the base resolver supports stacked measurement or the summary that the issue requires:
Execution-tree alignment (alignExecutionTree). It moves the working tree to the unit head for a stacked unit. Selection, source reads, and mutation then use one tree. This supports the unit-delta measurement.
Dependency reinstall (dependencyManifestDrift, reinstallAlignedDependencies, summarizeReinstallFailure, reinstallFailureDetail). It runs only when the aligned tree changes a lockfile, workspace file, or manifest. This supports the aligned tree using its own toolchain.
Map job and artifact (stacked_map, download-artifact, needs: stacked_map). The map carries only the fields the stacked check needs. The gate reads it as a file under RUNNER_TEMP. This is the map mechanism the issue specifies. The file path also avoids the argument size cap.
Draft and base-ref fields in map entries. These are part of stacked detection, as described under the linked-issue assessment.
Summary and reproduction changes (formatSummary, summarizeReinstallFailure). These report the base used, as the issue requires.
Workflow permissions. mutation-diff sets contents: read and actions: write, which the artifact download and report upload need. The stacked_map job sets pull-requests: read and actions: write. The PR description says that job 'only reads open pull request heads'. It also has actions: write for artifact upload. The description understates that permission. This is a documentation point, not a scope failure.
No unrelated product code, webview code, or reviewer-label code appears in the reviewed changes. The author-reported red webview-visual job is a CI status. It is not a change in this diff, so it is not assessed here.
Full details: Persistence Integrity
Explanation
No changed persistence path meets the failure condition. The stacked map is written synchronously with printf; if that step fails, the map job fails and the dependent gate does not run. If artifact upload or download fails, the workflow permits the failure and readStackedMap() returns empty input, so the gate uses the event base. parseStackedMap() rejects malformed or partial map content as a whole. The new reinstall-failure summary uses synchronous writes; summary-write errors are caught and warned, and the caller still rethrows the reinstall error. These paths do not leave a silent partial state that the gate treats as valid.
Full details: Lifecycle Resource Cleanup
Explanation
No changed lifecycle path can leak a resource or duplicate work after cancellation, disposal, or restart. The new dependency reinstall uses synchronous spawnSync in scripts/stryker-diff.mjs:407-416; the workflow artifact is limited to one-day retention. New test temp directories are removed in finally blocks, with setup failures also cleaned up (scripts/stryker-diff.test.mjs:266-300).
Full details: Security Boundaries
Explanation
The prior security finding remains. The changed workflow grants mutation-diffactions: write at .github/workflows/mutation-testing.yml:77-79, then checks out the pull-request merge result and runs the checkout’s local setup action and test command at lines 89-105. A same-repository pull request can change .github/actions/setup-node-pnpm or package scripts, which run with the job’s write-capable GitHub Actions credentials and can use them to access or alter workflow artifacts and runs, or expose the credential. persist-credentials: false prevents checkout from storing Git credentials; it does not reduce the job permission.
Resolution
Remove actions: write from mutation-diff while it runs pull-request code. If artifact access requires write permission, isolate artifact publication in a trusted job that does not execute pull-request code, or use an artifact mechanism that does not expose a write-capable GitHub Actions credential to pull-request-controlled steps.
Full details: Regression Evidence
Explanation
The aligned-tree reinstall path remains without focused coverage. reinstallAlignedDependencies() invokes pnpm install --frozen-lockfile and handles spawn errors and non-zero statuses (scripts/stryker-diff.mjs:407-417); main() calls it after manifest drift and then writes a failure summary before rethrowing (:1102-1113). Tests cover manifest-drift detection (scripts/stryker-diff.test.mjs:807-877), fabricated inputs to reinstallFailureDetail() (:613-626), and direct summary-helper output (:580-611), but none invokes the reinstall path or verifies its success, spawn-error, non-zero-exit, or caller-propagation behavior. These tests do not establish that the changed reinstall behavior works end to end.
Resolution
Add isolated focused tests for the aligned reinstall path. Inject the process runner or use a controlled fake pnpm executable. Verify the exact pnpm install --frozen-lockfile invocation, successful completion, process-start errors, and non-zero exit statuses. Verify that the caller propagates reinstall failures and records the aligned-tree summary.

Three gaps in the stacked-unit measurement:
1. PR_HEAD_SHA was computed but never passed, so the resolver ran on the merge commit, whose first
parent is the base tip, and never detected a stacked unit.
2. The gh api fallback was a bare '[]', which bash -e executes as a program name; an API failure
aborted the step instead of measuring against the event base.
3. selectFromGit re-derived the base from the merge commit, discarding the resolved stacked base.
It now keeps an explicitly resolved base, and a stacked unit is measured against its own head
rather than the merge commit, which also carries whatever main advanced since the parent unit.
Tests: 48 passed in scripts/stryker-diff.test.mjs.

per_page=100 fetches only the first page, so a parent unit beyond page 1 is missing from the map
and the gate falls back to the event base and charges the whole unmerged chain again - exactly the

The gate measured a unit against its parent PR head on the design's assumption that a draft parent would still be gated, but the workflow skips draft runs, so a unit stacked on a draft was charged only its own delta while the draft content landed through it. Draft heads are now refused as a base (the map carries the draft flag), so such a unit keeps the event base and the changed-line cap sees the cumulative content.
The merge queue runs no gate of its own, so the per-pull-request gate is the only enforcement point; the code comment now says so instead of claiming a cumulative merge-queue check.
Tests: a draft parent keeps the event base while the ready parent resolves; the multi-parent guard is now pinned by a merge whose FIRST parent is an open pull-request head, which the removed guard would have accepted. Negative controls: dropping the draft filter and dropping the parents.length guard each turn exactly one case red.
…check
main added a repo-wide prettier check to the compile job after this branch's base; the two scripts this PR touches were never run through it. No content change: prettier --write with the repo config, and node --test scripts/stryker-diff.test.mjs still reports 52/52 passing.
The maintainer's two review threads are addressed and the branch is refreshed onto main (head cdfbf14). Changes since the last review: a draft parent is refused as a stacked base (the map carries draft), the resolver documents that the merge queue runs no gate, and the multi-parent guard test now uses a merge whose first parent is the open PR head so removing the guard fails it. Both threads are replied to and resolved.

Add a CI-level draft-parent case to the diff-head test.
resolveCiInvocation derives diffHead from stackedOn. The existing CI-level cases use only ready parents and empty maps, so a regression that selects the PR head for a nonempty map would still pass. The draft-parent case at lines 363-378 covers only resolveStackedUnitBase. Add a CI-level draft case with distinct merge and PR heads. It would fail if a draft parent started selecting the PR head.

Add a draft-parent case to the CI-level diff-head tests using
resolveCiInvocation with distinct merge and PR heads and a nonempty draft-parent
map. Assert that the base remains advancedBase, diffHead remains mergeSha, and
stackedOn is null; keep the existing resolveStackedUnitBase test unchanged.
…isible
The open-pull-request map crossed jobs as a job output and then as one command-line argument. Linux caps a single argument or environment string at 128 KiB (MAX_ARG_STRLEN), so a map past that cap makes the gate step unstartable instead of merely large, and the parse fallback never runs. The map job now writes a validated file and publishes it as an artifact; the gate reads --stacked-map-file. A missing artifact degrades to the event base, which charges the unit every unmerged ancestor rather than silently measuring less.
A stacked parent is now matched by head SHA and base branch in the same predicate. Two open pull requests can share one head commit while targeting different branches; stopping at the first SHA match rejected the parent for the wrong reason and charged the unit the whole chain.
A failed aligned dependency reinstall now writes the job summary with the stacked base before rethrowing, so an author can see which base the gate chose.
Bind the stacked-map download's continue-on-error to its own step.
The workflow-shape test counts continue-on-error: true across the whole workflow. If that setting moves from Read the stacked map to another step, the count stays at two and the test still passes. Keep the workflow-wide count, which also covers the upload step. Add a check scoped to the Read the stacked map step.

Update the workflow-shape test to verify that the “Read the stacked map” step
itself contains `continue-on-error: true`, while retaining the existing
workflow-wide count that covers the upload step. Scope the assertion to that
step, ending before “Enforce executable-line scope”.
… non-draft parent
- mutation-testing.yml: the map upload is continue-on-error. A failed upload used
to fail stacked_map, which skipped mutation-diff entirely, so the download-side
"missing artifact -> measure against the event base" fallback could never run.
- stryker-diff.mjs: resolveStackedUnitBase requires pr.draft === false. An entry
whose draft flag is missing or not a boolean (inline --stacked-map, older map)
has not proven the parent was gated, so it keeps the event base instead of
being accepted as a stacked base.
- tests: stacked fixtures now carry draft: false explicitly, the map upload count
assertion is 3, and a draft-less entry is pinned as keeping the event base.

Bind the map upload's continue-on-error to its step.
The count at line 129 covers the whole workflow, so moving the setting to another step keeps the count at 3 and the test still passes. The upload step is the one that must tolerate failure. A failed upload would fail stacked_map, and mutation-diff would be skipped because it has no always() condition. Assert the setting inside the Publish the stacked map step.

Add a non-boolean draft case to the rejection test.
Add a non-boolean draft case to the rejection test.
The rejection test covers only draft: undefined. The guard documents that non-boolean flags keep the event base, but no test checks a numeric value. If the guard is loosened from === false to == false, the suite still passes, and draft: 0 would select an ungated parent as the stacked base. Add a draft: 0 case that asserts the event base.

Extend the rejection test around resolveStackedUnitBase with a parent entry
whose draft value is numeric zero; assert that it keeps eventBaseSha and returns

The only conflict was the gate step env block in .github/workflows/mutation-testing.yml.
Both sides were kept: PR_BASE_REF (this branch, it tells the gate which branch the unit targets)
and PR_HEAD_SHA (upstream Zoo-Code-Org#2293, the pull request head used as provenance for the mutation PR
comment). The run block now takes the event value when it is present and derives the head from
the merge commit only as a fallback for a run with no pull_request payload, so one variable no
longer silently overrides the other. scripts/stryker-diff.mjs and scripts/stryker-diff.test.mjs
merged on their own; the pin for that derivation line was updated to the merged spelling, and the
continue-on-error count pin (3) already matches the merged workflow.
Assert unrelated.ts after alignment so the test detects a HEAD-only move.
The alignment test sets unrelated.ts to 99 on the merge branch and to 1 in the unit tree. After alignExecutionTree runs, unit2.ts has the same content in both trees, so the existing assertions pass even if the working tree stays on the merge tree. Reading unrelated.ts distinguishes the two trees.

Re: the red advisory webview-visual job on this head (job 126782283144, run 41889352894) — it is not this PR, and it is not the upstream TranslationContext.locale-loading.spec.tsx flake.
What actually failed: [chromium] › webview-ui/src/components/welcome/__tests__/WelcomeViewProvider.visual.tsx:8:2 › renders the full welcome screen in the VS Code high-contrast-light theme, message high-contrast-light welcome action boundary: 2.34:1 (required 3:1; foreground rgba(34, 88, 142, 0.494); background rgba(255, 255, 255, 1.00)), asserted at webview-ui/playwright/contrast.ts:198. 1 failed of 79; the other three welcome/theme variants passed. That is a Playwright component-test contrast audit, not the vitest locale spec, so the memoized-loadLanguage fix does not apply here.
This merge changed zero files under webview-ui/ (git diff --name-only e8de314f9 f133c58cb -- webview-ui is empty), and playwright/contrast.ts plus src/components/welcome/** are byte-identical to upstream/main — untouched since bac8adc (2026-09-19). The pre-merge head e8de314 passed the same job on the same image (mcr.microsoft.com/playwright:v1.64.1-noble), with the same webview-ui tree.
The identical numeric signature (2.34:1, foreground alpha 0.494) reproduced 40 minutes later on an unrelated push that also changes nothing under webview-ui/ — p1066/u5-streaming-failure-capture at 218f0c8, job 126807341651 — while the ten other branches that ran Visual Regression in the same window passed. Two failures, both on diffs with no webview-ui impact; the failure is owned by the runner/theming timing, not by these PRs.
I cannot re-run it from this token — POST /actions/runs/41889352894/rerun-failed-jobs answers 403 "Must have admin rights to Repository" — so a re-run is a maintainer action; no code change is being made for it here.
…n tree
- .github/workflows/mutation-testing.yml downloaded the stacked map into .mutation/, inside the
checkout. A pull request can commit .mutation/stacked-map.json itself, and with
continue-on-error a missing artifact leaves that committed file exactly where the gate reads
it, so the pull request picks the base it is measured against. The map now lands under
RUNNER_TEMP: a missing artifact means no file there, which degrades to the event base -
stricter than the intended measurement, never looser.
- reinstallAlignedDependencies built its failure detail with ??. pnpm killed or terminated by a
signal leaves stderr empty, and an empty string is a valid ?? operand, so the report ended in a
blank detail and lost the exit status. The chain now lives in reinstallFailureDetail() and
falls through with ||.
- summarizeReinstallFailure received only stackedOn, so the job summary named the parent PR but
not the base the gate had selected. It takes the resolved invocation now, and formatSummary
turns baseSha + headSha into the "Reproduce locally" command.
Each change has a control with it removed and the file restored byte-identically:
- detail chain back to ?? -> "AssertionError [ERR_ASSERTION]: Expected values to be strictly
equal:" with actual: '' and expected: 'exit 1' (test line 616),
- summary back to { stackedOn } -> "AssertionError [ERR_ASSERTION]: The expression evaluated to
a falsy value:" because the reproduce line disappears (test line 598),
- map path back to .mutation -> the same falsy-value assertion on the workflow check.

mutation-testing.yml:115 - the stacked base map is downloaded to ${RUNNER_TEMP}/mutation-stacked-map and the gate reads --stacked-map-file "${RUNNER_TEMP}/mutation-stacked-map/stacked-map.json". The premise held: a map inside the checkout can be committed by the PR itself, and with continue-on-error: true a missing artifact leaves that committed file where the gate reads it, so the PR measures against a base it picked for itself.
stryker-diff.mjs:404 - ?? -> ||, lifted into export function reinstallFailureDetail(result) so the empty-stderr case is reachable: a reinstall that writes nothing to stderr keeps its exit status in the summary instead of showing an empty reason.
stryker-diff.mjs:850 - took your shape: summarizeReinstallFailure(invocation, driftedManifests, error) with the caller passing the whole invocation, so appendSummary gets { stackedOn, baseSha, headSha: invocation.diffHead } and a failed reinstall prints the Reproduce-locally block again.
mutation-testing.yml:131 - reply-with-evidence: removing actions: write is wrong for this job because the step two lines below the anchor uploads changed-code-mutation-report with actions/upload-artifact, which needs write; because that upload carries continue-on-error the job would not fail - the report artifact and its summary link would just silently disappear.
Controls: reverting the detail chain gives AssertionError [ERR_ASSERTION]: Expected values to be strictly equal: with actual: '' / expected: 'exit 1' (stryker-diff.test.mjs:616); reverting the summary manifest gives the falsy-value assertion at :598; reverting the map path gives the same falsy assertion on the workflow check. Restored byte-identically each time. node --test scripts/stryker-diff.test.mjs = 122/122 (was 121), tsc 0, eslint 0 with src/eslint-suppressions.json restored to its committed blob, prettier clean. Checks at this head: all seven required lanes success plus advisory mutation-diff and webview-visual success.

Fixes #1923 (this PR is one half of it; the issue covers both halves and should be closed only after both land).
What changes
mutation-diffkeeps its existing base resolution for normal pull requests and adds one rule for stacked units:main; The merge queue runs no gate of its own, so the per-PR gate is the only enforcement point. A parent head is accepted as a stacked base only when the parent is a ready (non-draft) pull request whose own run is gated; a draft parent is refused and the unit keeps the event base, so the content that would land through it is charged where it lands.
Effect on the file-safety chain
No PR content changes; only the measurement base.
Verification
New cases: stacked parent resolves to the parent head; a non-stacked parent keeps the event base and still charges both commits; an unparsable map degrades to the event base. Workflow-shape assertions cover
pull-requests: read, thePR_HEAD_SHAresolution, and--stacked-map.Permissions stay minimal: the job only reads open pull request heads.
Review round (maintainer review, 2026-10-28)
Head
2034a0ba2.merge_grouprun has no gate step, so a unit built on a draft was measured only on its own delta while the draft content could land through it. The open-PR map now carriesdraft,resolveStackedUnitBase()refuses a draft head, and a unit stacked on one keeps the event base so the changed-line cap sees the cumulative content. The resolver comment now states that the merge queue runs no gate and that the per-PR gate is the only enforcement point (the earlier "the merge queue checks the cumulative cap" claim above was wrong and is corrected).parents[0]never matched the map. The test now builds a merge whose first parent is the open pull-request head; withoutparents.length !== 1the merge would be measured as a one-commit stacked unit.Verification:
