feat(admin): account for peer on-demand requests - #1059
This PR adds per-peer accounting for on-demand peering traffic.
Records REQ, COUNT, and NEG-OPEN requests per authenticated peer pubkey, plus the number of events served for REQ. Counters are stored in Redis and are best-effort, so accounting failures never affect the request path.
The admin console’s Peering table now shows Requests and Events served per peer, and diagnostics exports include the same counters.

Summary by CodeRabbit
New Features
Peering statistics track accepted REQ, COUNT, and NEG-OPEN requests, along with events served, for each authenticated peer.
The admin Peering table displays request and event counts alongside peer status.
Admin diagnostics exports include per-peer peering statistics.
Bug Fixes
Statistics recording is best-effort, so storage failures do not interrupt requests or event delivery.

Walkthrough
The change adds Redis-backed per-peer counts for eligible on-demand requests and events served. The admin Peering table and diagnostics export expose these statistics.
Changes: Peer request accounting
Layer / File(s)
Summary
Redis statistics store src/utils/peering-request-stats.ts, test/unit/utils/peering-request-stats.spec.ts
A Redis-backed store tracks request counts, served-event counts, and last-request details by normalized peer pubkey. Records expire after seven days. Storage failures are logged and suppressed.
Record peer requests and served events src/handlers/*-message-handler.ts, src/adapters/web-socket-adapter.ts, src/factories/*, test/unit/handlers/*-message-handler.spec.ts, test/unit/adapters/web-socket-adapter.spec.ts
The handlers record eligible peer REQ, COUNT, and NEG-OPEN requests. The REQ handler and WebSocket adapter record events served. Factories share the statistics store with the handlers and adapter.
Expose statistics in admin views and diagnostics src/utils/admin-peering.ts, src/controllers/admin/get-admin-peering-controller.ts, src/factories/controllers/get-admin-peering-controller-factory.ts, src/utils/admin-diagnostics-export.ts, resources/admin/*, test/unit/controllers/admin/get-admin-peering-controller.spec.ts, test/unit/utils/admin-peering.spec.ts, docs/PEERING.md, .changeset/peering-request-admin.md
The admin Peering response attaches statistics to peer rows. The table displays request and served-event counts, and diagnostics exports include the statistics. Documentation and the changeset describe the accounting.

Merge Risk: Minimal · up to 86b3c
The change adds best-effort per-peer request and served-event counters to the admin Peering view and diagnostics export. Slow or failing Redis writes no longer let accounting work pile up during an active peer feed, and accounting failures do not affect request handling. No actionable merge-blocking risk remains.
Security architecture risk: Low · up to 00ace
Accounting uses existing authenticated peer identities, and its outputs remain behind existing admin access controls. No new authorization bypass was established. Remaining uncertainty concerns Redis stalls, recovery behavior, and deployment-specific resource limits.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — Observed network callers attribute activity to authenticated, enabled configured peers rather than arbitrary client-supplied identities. A permitted peer can influence its relay-local counters and accounting workload, but additional sockets and repeated requests for the same identity coalesce in the producer singleton. Cross-peer counter ownership or additional service authority was not established.
Trust Boundaries and Controls
observed — Existing peer admission verifies AUTH identity and checks the operator-configured peer list; getPeerPubkey rechecks authentication and current configuration. Existing peering and diagnostics routes retain admin authentication and rate limiting. The dashboard escapes the new counter values before HTML rendering.
Resilience and Maintainability Implications
inferred — A non-settling Redis write can retain the active flush and defer later persistence. The store limits write concurrency, not pending identity cardinality. Configured-peer admission and per-identity coalescing materially constrain the observed attack path, so these omissions are not retained as a demonstrated resource-exhaustion vulnerability; outage recovery remains uncertain.
Hardening Proposals
proposed — Consider an explicit accounting outage policy covering operation deadlines, pending-identity capacity, and intentional delta dropping. Keep these statistics advisory rather than using their completeness as an authorization, quota, or audit guarantee.

Summary
Adds per-peer request and event counts to the admin console and diagnostics exports.
Peer requests and sent events now build per-peer totals.
The Peering table and diagnostics show peer traffic totals.
The earlier concerns about live deliveries, expired entries, the cleanup race, and pending accounting writes are addressed.

`peerPubkey` and `served` logic so outbound peer `EVENT` messages from live
subscriptions and NIP-43 `REQ` responses are counted, while stored events sent
through `fetchAndSend()` are not counted twice; keep the existing
`addEventsServed` aggregation for the final count.

remove index members whose peer hashes no longer exist, so subsequent reads do
not repeatedly query expired peers. Preserve active peers and the existing index
behavior; use the hash-existence result from the read path to identify stale
members.
